Why Eligibility is Not Enough in Federal Transportation Policy

Attacks on the federal transportation programs that currently provide dedicated funding for bicycling and walking are occasionally packaged in sheeps' clothing with the assertion that these activities would remain as "eligible uses" for funds spent at state DOTs' discretion. America Bikes and the League of American Bicyclists have documented eight counter arguments explaining why eligibility is not enough, and we encourage advocates to use these to help defend dedicated funding for biking and walking in federal policy.
