strips funding for
the transportation enhancements program from the federal transportation budget for 2004.
Transportation Enhancements is an
overwhelmingly popular funding program for bicycle and pedestrian
facilities such as multi-use trails, sidewalks, bicycle racks and

U.S. House of Representatives to reinstate the
