108th Congress

Federal Transportation Law Extension Timeline

December 8, 2004 - The 108th Congress ends with no action taken on TEA-21 reauthorization.

September 30, 2004 - The House of Representatives  and the Senate passed an 8-month extension, with the slim hope that TEA-3 will pass by the end of the 108th Congress.

April 28, 2004 - The House today passed a 60-day extension of the Surface Transportation Programs in TEA-21 to provide funding while negotiations on the reauthorization continue.

November 19, 2003 - The U.S. House of Representatives releases their transportation bill, The Transportation Equity Act: A Legacy for Users.

October 31, 2003 - The U.S. Senate releases their version of "SAFETEA."

October 1, 2003 -  President Bush signed a bill which provides a 5 month extension of TEA-21. This gives Congress until the end of February 2004 to complete work on TEA-3, though it is quite possible they will pass another extension at that point.

The Surface Transportation Extension Act continues funding for all TEA-21 programs at levels slightly higher than 2003. America Bikes worked with allies to insure that programs like Enhancements wouldn't be harmed by the extension. We will need to watch State DOTs closely over the next five months, because the extension allows States to transfer money between programs. The transferability is intended to insure that big projects already underway aren't hobbled by having only 5 months worth of money available to them, rather than a full years worth. But we are concerned that some States might see it as an opportunity to stall Enhancements projects.

May 15, 2003 - the Bush Administration released their version of the federal transportation bill called "SAFETEA."
